City-Parish President Joey Durel, who hadn't budgeted the raise in his 2010-2011 fiscal year budget submitted last summer, requested the raise after Chief Financial Officer Becky Lalumia indicated that better than expected sales tax revenues in the second half of FY 2009-2010 made the raise affordable.
