Mouton has been charged with conspiracy, receiving illegal payoffs and lying to the FBI. U.S. Attorney Jim Letten alleges that Mouton used his authority as an appointed commissioner to contact federal agencies, elected officials and others to keep the landfill closed while he was taking a half million dollars in bribes from another landfill operator, identified only as "co-conspirator A" but believed to be Fred Heebe. Heebe owns River Birch Inc. with his stepfather, Jim Ward; its offices were raided by federal agents in September.
