Louisiana's contract with ICF International, which has been much maligned for its handling of the Road Home program, is set to expire in June. Yesterday, the state announced that it had selected the Lutcher-based Hammerman and Gainer, Inc., to administer the homeowner assistance portion of the program and to review all files. HGI was selected through a bid process, and its two-year contract is capped at $29,959,007 with 19 performance-based benchmarks and penalties for non-performance.
