He's accusing Obama of creating a threat right before an election. (Because the GOP would NEVER do that.) Maybe he thinks those videos are fake?

AG: BOBBY'S OGB CHANGES VIOLATED LAW
SEP 24 Tuesday just wasn't a good one for Bobby Jindal and his buddies. First his former DHH Secretary gets indicted for lying, and then the Attorney General says that Bobby's changes to the state employee's health program violated state law, as WWL reports here. Of course, AG opinions mean exactly nothing, but still -- this one's not something you want to frame and hang on the wall.
