Ethics panel clarifies pipe dream

The Louisiana Board of Ethics is giving the chief plumbing inspector for Lafayette Consolidated Government a little wiggle room in his request to perform plumbing inspection services for other municipalities, outside contractors and individuals.

In an advisory opinion, board member Michael Dupree gives David Cloteaux the green light to moonlight with other municipalities, but warns the plumbing chief against “performing compensated services to individuals, private contractors, or manufactures of component buildings who have or seek a business, financial or contractual relationship with your agency...” The opinion goes on to lay out strict conditions under which Cloteaux, in performing inspection services outside of LCG, would be in violation of state ethics laws.
