In the state with probably the most amended constitution in the union, Louisiana voters will be asked again to alter our state charter six more times on Oct. 22. The Public Affairs Research Council of Louisiana has released a non-partisan guide to the constitutional amendments and is providing it free as a PDF download on its website. The guide offers in-depth analysis of the issues surrounding the amendments and explains what a vote for or against each proposed amendment would mean.

Among the amendments voters will face on the ballot are a dedication of tobacco settlement funds to the TOPS scholarship program, a proposed fix for two state employee retirement funds and an establishment of rules for replenishing the state's rainy day fund after it has been tapped.
